Note my excitement.
IBESR= Institut du Bien-Etre Social et Recherches or Institute of Social Well-Being and Research. IBESR is essentially Haiti's Department of Children and Families.
During this step, our dossier is being looked at by a social worker in Haiti, and the boys' dossiers are examined as well. The social worker determines whether the boys are a good match with our family. Once the social worker approves, IBESR gives a Certificate of Authentication telling the courts that they have approved us to adopt!
It is also during this step that we must get Presidential Dispensation. Since we don't meet the letter of the 1974 Haitian Adoption law (we have children); the office of the President of Haiti must sign off on our adoption. At this point, many, many dossiers are awaiting dispensation. Ours will be another in this group.
There are two courts to get through after we exit IBESR with dispensation....so this process is far from over, but today, I am so excited about entering IBESR.
These are the magic little numbers that serve as "proof".
