THE HOME STUDY – 10/28/2011 – 11/11/2011
A licensed caseworker will visit the home 4 times for interviews with every household member. The caseworker will then write a 10+ page document about the family.

Adoptive parents must attend training.

PREPARING THE CHILD’S DOSSIER 7/10/2012 – 8/12/2012
The child’s dossier must include
Passport pictures of the child
Birth Certificate
Attestation of signature on Birth Certificate or extract from the National Archives
Legal relinquishment of custody from the biological family
Death certificates and extracts from the archives of biological parent(s) if applicable
Marriage certificate of biological parents and extract, if applicable
Psychological evaluation of child
Medical evaluation
Laboratory tests
Social history
THE PARENTS’ DOSSIER THEN GOES TO HAITI TO BE MATCHED WITH THE CHILD’S DOSSIER SUMMER 2012
IBESR (Haitian Social Family Services) 9/13/2012 – 3/20/2013
All documents from the parents’ dossier and the child’s dossier are examined by several people.
PRESIDENTIAL DISPENSATION UNSURE OF DATES
The dossiers are delivered to the Presidential Palace by IBESR for the President to sign.
PUBLICATION 3/20/2013
Dispensations must be published in the Haitian legal journal Le Moniteur. (newspaper)
LOWER COURTS 4/8/2013 – 4/12/2013
The parents must go to Haiti to appear in 3 separate court hearings
The needed forms are
Adjudicate Orphan Status First letter (one for each child)
I-600 form
Copy of your I171-H form
Form G-28 Notice of Entry of Appearance for Margarette Saint-Fleur
Notarized letter to accompany G-28
Power of Attorney for Diana Boni (must be notarized)
DOJ release of information form
PARQUET COURT WAITING TO ENTER HERE
Parquet court is actually a very complex series of steps and processes involving multiple offices and repeated trips between them.
1 Attorney addresses a Request for Judgment to the Chief Justice of Parquet Court
2 Birth parents are interviewed in Parquet Court
3 Parquet Court signs off on "approval judgement for adoption"
4 Facilitator takes approval to DGI for stamp of authorization
5 Back to Parquet for enforcement of the approval judgement
6 Authorization and redaction from the Civil Registrar Officer for legal Adoption Decree
7 Verification in Parquet of the adoption documents by the Civil Registrar before signing the adoption decree
8 First Legalization of the Adoption Decree, in Parquet Court
9 Second Legalization of the Adoption Decree, at the Ministry of Justice
10 Third Legalization of the Adoption Decree, at the Ministry of Foreign Affairs
11 Obtain attestation of Adoption Decree from the National Archives
MINISTRY OF INTERIOR (MOI)
All international adoption cases are reviewed by the Ministry of Interior.
The forms needed are
1 Four passport sized pictures
2 Birth Certificate
3 Attestation for the Birth Certificate
4 Extract from the National Archives for the Birth Certificate
5 Relinquishment
6 Proces Verbal of adoption
7 Adoption approval judgement
8 Adoption Decree
9 Attestation of the Adoption Decree
10 Power of Attorney for creche director and/or attorney
11 Stamp from DGI
12 Notary letter for the passport
13 Identification card of facilitator and/or attorney on the case
14 Biological parents' identification cards
15 Adoptive parents' MOI form, identification, and passport photos
HAITIAN IMMIGRATIONS (approx 1 week)
The facilitator will submit authorization to apply for a passport to Haitian Immigrations.
US IMMIGRATIONS (approx 4 weeks)
The US office will review all information submitted and decide if they will grant a visa.
US VISA (approx 3 weeks)
OBTAIN EXIT LETTER (approx 1 week)
